If they’re made of rubber the best method is to immerse them in hot water for a minute or so to make the rubber expand and be more pliable and they should slip on without any problems.
Edit- Does it make you a better cyclist knowing all these fancy technical solutions to simple problems? I don’t think so. Soak the things in warm water and get them on the handlebars. Hairspray my ar$e.

Slip the open end over a bottle of rubbing alcohol and shake the bottle for about 2 seconds. The inside of the grip will be wet from the rubbing alcohol. Quickly slide the grip onto the handle bar and within about a minute or so the alcohol will have evaporated and your grip will be secure. No need to use sticky hairspray or to soak your grips in warm water forever. Rubbing alcohol works well and it’s quick with no residual residue.

There are several ways to put grips on. Hair spray, contact cement, windex etc. etc. For most people without shop equipment contact cement and hair spray will work the best. Personally I would recommend hair spray, but be forewarned it will take some time to dry.
1) Spray the inside of the grip with hairspray
2) Roll grips in your hand to get even distribution
3) If you have too much blow into the grip to promote evaporation
4) Slide onto grips, if they go on too easily you may have too much hairspray and will take a longtime to dry. Repeat step 3. If not enough and you get stuck half use a wedge and work some alcohol under the grip to remove them.
5) One the grip is in place, air dry for 24 hrs or blow clean dry air under the grip to promote evaporation. If you use shop air you will be able to ride immediately.

Either one will work, with the hair spray you need to be quick. Try to put them on without anything first, they may stay.
